JoAnn C. Butler concentrates her practice in the areas of land use, real estate, commercial and administrative law. Her land use experience includes work with both developers and local governments to guide commercial and mixed-use developments through planning, annexation, zoning, development agreement and environmental procedures through final buildout. Her transactional work includes contracts, leasing, loan negotiation, and documentation necessary to bring all aspects of development and commercial transactions to a close.  Ms. Butler has worked with several municipalities to assist with adoption of defensible impact fees.  She has represented both non-profit and for-profit developers in numerous low income housing tax credit transactions and is working with those developers as they navigate the affordable housing changes under the American Recovery and Reinvestment Act of 2009.

Ms. Butler is the author of several published articles and speaks often on land use, impact fees, and comprehensive planning and zoning topics.  She is an adjunct professor at Boise State University teaching land use law in the Department of Public Administration.

Ms. Butler is a member of, and participates in, the real estate, water law and environmental sections of the Idaho State Bar.  She is a member, as well, of the Oregon, Illinois, and American Bar Associations. She is also a member of the Urban Land Institute, American and Idaho Planning Associations, and International Council of Shopping Centers.
